Lee County has started issuing parking permits under its new Boca Grande parking ordinance, even as Charlotte County continues to challenge the changes it says limit fair access to island beaches.
The ordinance, approved in August, creates designated parking zones across Boca Grande, sets time limits and outlines enforcement procedures. Residential and business districts are now divided into zones, and vehicles must display valid permits where required. Enforcement will begin once signage is installed and permits are fully distributed. The Lee County Sheriff’s Office will oversee enforcement.
Charlotte County commissioners voted in November to initiate a conflict resolution process, calling the new rules restrictive. Their concerns include the removal of public parking from First Street through Nineteenth Street and a three-hour cap on downtown parking without a resident, employee or hotel guest permit.
Four Permit Types
The new system uses decals and placards and includes four permit categories:
- A: Resident decal for Gasparilla Island residents
- B: Hotel guest placard provided by hotels and motels
- C: Island employee and volunteer decal
- D: House guest placard for visitors or service providers
No permit is required in non-residential zones, though parking is limited to three hours between 9 a.m. and 5 p.m.

Permit Requirements
Applicants must provide proof of residency, employment, or hotel registration. A and C permits are valid for one year. B permits last for the guest’s stay. D permits may be issued for short-term or one-year use. County officials advise visitors to review posted signs to avoid violations.
